In 2009, software and service outsourcing enterprises of Heilongjiang Province reached 320, of which 27 service outsourcing enterprises passed CMM / CMMI certification, 12 service outsourcing enterprises passed ISO27001 certification. It is expected that the service outsourcing industry output of Heilongjiang Province will be more than 10 billion yuan in 2009, employing more than 30,000 people

Harbin City adopts the strategy of multi-point distribution and developing feature parks. It developed and built Service Outsourcing Park in Harbin, Geographic Information Industrial Park in Heilongjiang Province and Heilongjiang Animation industry base. It also developed China Unicom Call Center Provincial Park and Harbin Hulan Limin Development Zone service outsourcing base, five feature service outsourcing parks. At the same time Harbin-Daqing-Qiqihar Industrial Corridor Songbei service outsourcing park is under construction. Daqing focused on development and construction of the service outsourcing Industry Park. It has developed 108 enterprises from 70 enterprises, and also introduced market mechanisms and private capital. It used the existing Industrial Park to develop Heilongjiang software Park Dragon and Phoenix Business Park. After transformation the business park will serve as the system application software, Application Management Software, Industrial Control Software, Office data processing services, R & D and industrial base of software service outsourcing industry. It has been assigned 4 companies.
