On April 1, the inauguration ceremony of the 100 largest projects in Heilongjiang Province was held. Secretary of the Provincial Party Committee, Zhag Qingwei, director of the standing committee of the provincial People's Congress, announced the construction of 100 major projects in the province.
On the same day, the construction of 518 projects in 13 cities across the province started intensively, which marked the beginning of the construction of the "enhanced version" of the top 100 projects officially kicked off this year.
It is reported that the province advance 110 projects last year and completed 132.5 billion yuan of investment, driving an 11% increase in fixed assets investments, acting as a stabilizer and booster for economic growth.
At present, the prevention and control of the epidemic situation in the province continues to improve, and the recovery of production and living order is being consolidated and expanded through the joint efforts of the whole province. Provincial Party Committee and Provincial Government take the construction of of the top 100 projects as a carrier to actively stabilize investments.
The total number of major 100 projects reached 500. It is an increase of 390 from last year. And the total investment exceeded 1 trillion yuan. The annual investment plan exceeded 250 billion yuan. The total investment and annual planned investment nearly doubled compared with last year.
This year's top 100 projects show four characteristics: First, multi-project is better. There were 19 projects with a total investment of more than 10 billion yuan, 45 projects with a total investment of more than 5 billion yuan, and 186 projects with a total investment of more than 1 billion yuan, of which 233 are industrial projects, accounting for 46.6% and nearly 50%. Second, the preliminary work started early. We have been planning more large-scale, high-tech and export-oriented projects since last September. In the early stage project implementation, land, capital and other elements shall be implemented one by one, and clear green channels to speed up project approval. Third, strong service guarantee measures. It adopts WeChat "fine-tuning", video "visual tracking", information "cloud sharing", 24 hours online working status, round-the-clock service for 100 major projects, strong guarantee to accelerate the construction of projects. Fourth, the construction speed is fast. Aiming at the characteristics of the short effective construction period and quick spring recovery of longjiang river, seizing this early opportunity to start key work in spring. It has overcome the cold weather and epidemic effects to resume the 100 major projects due since the beginning of the year.
