According to the headquarter of the provincial response group to COVID -19 epidemic situation, our province further improved the mechanism, detailed measures, and tightened gateways, implemented whole-process health monitoring and management services for all foreign personnel entering our province, to achieve "closed-loop control" and strictly prevent the importation of overseas epidemic.

For all the personnel entering from Beijing to our province, the provincial and municipal (district) pick-up and transportation group shall be responsible for the personnel information registration, guide them to fill in the commitment letter, apply for "Longjiang Health Code" and set it as "red code", and push the relevant municipal (district) headquarters after the information is sorted out. Inbound personnel are strictly prohibited to return on their own.

After the arrival of the personnel from Beijing to our province, the city (district) headquarters is responsible for the transfer to the designated place for on-site centralized isolation and medical observation for 14 days. Nucleic acid testing will be performed before the isolation is lifted. Those at special risk and those with symptoms during quarantine shall be transferred to designated medical institutions for further investigation and treatment. Elderly people aged 70 and over, minors aged 14 and under, pregnant and those with underlying diseases are not suitable for centralized medical observations. After strict evaluation, home isolation medical observation can be conducted.

Those who enter China from other provinces(regions, cities) other than Beijing and have not been isolated in the other provinces for 14 days, will arrive at the headquarters to collect information and guide them to apply “Longjiang Health Code” is always set to “Red Code” and the medical observation will be carried out on-site for 14 days. The entry personnel who have left for our province after 14 days of intensive quarantine medical observation in other provinces (districts and cities) shall be followed up by the local community.

Direct entry to our province, are required to fill in a health declaration card, apply for "Longjiang health code" and set as "red code"; All flow regulation, all throat swab sampling, all on-site centralized isolation. Those with symptoms, suspected cases, confirmed cases, asymptomatic infected persons and positive test cases shall be handed over by the port customs to the health department at the place of entry and transferred to the designated medical institution for further investigation, diagnosis and treatment.

For those who enter our province from other provinces (districts or cities) outside Beijing and those who enter our province directly, If symptoms appears during the isolation period, the control measures are the same as those who enter our province from Beijing.

All personnel entering our province shall pay their own expenses (including related medical examination expenses) incurred during their intensive medical isolation observation. For confirmed or suspected COVID-19 cases, if they have participated in the basic medical insurance, the individual shall pay part of the financial subsidy after paying the medical expenses in accordance with the provisions of the basic medical insurance, critical illness insurance and medical assistance. Among the imported cases of overseas returnees who do not participate in the basic medical insurance and are diagnosed as confirmed or suspected cases of imported covid-19, the medical expenses shall be borne by the patients themselves. For other imported cases with difficulties, medical assistance may be given in accordance with the provisions of laws and regulations after being identified through strict procedures.

All persons who enter our province and conceal their overseas residence history shall be investigated and held accountable according to law.
