It provides detailed Introduction on precautions after entering the country. It also include24-hour contact number of diplomatic and consular missions in China, relevant departments of Heilongjiang foreign affairs department of 13 cities (regions) and many other countries.
The classification of manual is clear. It has clear entries, detailed content and strong practicability. The electronic and paper versions have been released simultaneously.

Hello! Welcome to Heilongjiang Province!
China has rallied the whole nation to fight the epidemic with a serious of scientific and thorough measures since the novel coronavirus (COVID-19) pneumonia outbreak. Such efforts have produced notable results and achieved a positive turn in the situation. Currently, this epidemic is spreading in many countries and Heilongjiang Province will continue to carry out the work in targeted prevention and control.
For the health of you and the others, according to the relevant provisions of the Leading Group of Heilongjiang Provincial Committee for Novel Coronavirus Prevention and Control, we will keep passengers from countries seriously affected by COVID-19 in quarantine at designated sites for medical observation upon your arrival to our province. If you have no abnormal symptoms when the medical observation expires, you will be removed from quarantine. The relevant tips are as follows:
1. If you arrive in our province from other countries directly, please report the information truthfully at the place of entry, including: name, contact information, time of entry, place of transit, destination, time of entering the province, and all legal and valid identification information. Please cooperate with our local authorities to conduct medical observation quarantine at designated sites for 14 days.
2. If you arrive in our province from other parts of China, please report the above information truthfully at the place of entry.
(1) If it has been less than 14 days upon your arrival in our province, the quarantine date will be calculated from the date of your entry to China. After 14 days, if there is no abnormality, the quarantine will be lifted. After the release of quarantine at desginated sites, please cooperate with the administrative organization of the community (village) where you live to conduct in-home medical observation. The number of days at home is calculated based on the date of entering our province, up to 14 days (including the period of the quarantine at designated sites in our province).
(2) If it has been more than 14 days upon your arrival in China, please cooperate with the administrative organization of the community (village) where you live to conduct in-home medical observation. If you do not have a fixed residence, you can conduct quarantine at the hotel where you live.
(3) If it has been more than 14 days upon your arrival in our province and China, please keep close contact with the community (village) regarding your health condition.
3. The designated sites for quarantine have been set up in various places in our province. We will arrange specific vehicles to pick you up and accompany you to one of these sites closest to you upon your arrival to our province. These sites provide professional services and will be kept clean and disinfected regularly. They will follow strict sterilization and disinfection procedures of medical and household waste. In principle, the sites provide one room for each person and equip necessities (including toothpaste, toothbrush, washbasin, towels) and laundry services. There is a separate toilet in each room and special personnel are designated to deliver the meal. During the quarantine period, you are free to use communication equipment and maintain smooth communication with anyone on the outside at any time.
4. During the quarantine period, the medical staff will measure your body temperature every morning and night to check whether there are symptoms and signs such as fever, cough, and fatigue. If you have the symptoms mentioned above, please take the initiative to report and cooperate with the local health departments for further investigation and diagnosis.
5. The cost of accommodation, food and medical observations during the period of the quarantine at assembly sites will be borne by our province. Other extra expenses are self-paid.
6. During the quarantine period, if you have any difficulties or questions, or need any assistance, you can dial the 24-hour contact number of various departments. We will take care of your reasonable requests and provide necessary protection and assistance. See the appendix for contact information.
