Parliaments from both Russia and China would provide such legal protection for implementing the 17 agreements signed between the two countries during the recent visit of Russian President Dmitry Medvedev to China, said Mironov in a joint interview with Chinese reporters. "The very fact that there is a working inter-parliamentary commission demonstrates that we possess the working mechanism of cooperation," said the speaker of the upper house of the Russian parliament, adding that the fourth meeting of the body was about to kick off. Bilateral cooperation between Russia and China was comprehensive and extensive, involving various sectors such as politics, economy and humanities, said Mironov. The Sino-Russian oil pipeline was officially launched during Medvedev's visit, he said, while now the two countries were negotiating over the construction of gas pipeline. Their cooperation in the nuclear energy sphere was also very active, he said. Besides, Russia and China shared a broad prospect on hi-tech sector, said Mironov, adding that "Russia hoped to enhance exchanges with Chinese scientific personnel and scholars." During the interview, the senior Russian legislator also stressed the importance of the common ground Moscow and Beijing demonstrated on a score of international problems. "For our countries it is very important to cooperate internationally, including cooperation within the United Nations, because Russia and China are permanent members of the UN Security Council," he said. "Nearly all decisions of the UN. Security Council depend on these two countries' position. So we value our cooperation, our common approach," Mironov said. Battered by the global financial crisis and economic downturn, the Russian economy was gradually recovering, said Mironov. In general, the country's economy still faced the over-reliance on raw material exports, he admitted. "In this regard Russia should learn from China's experience on effectively making use of various resources and conditions apart from raw materials, and develop knowledge economy," he said. Speaking of Russia's modernization, Mironov said currently the country was taking the path to realize a complete modernization ranging from economy to politics, which has already been mapped out by Medvedev. "In the 21st century those countries will lead, which can trade their intellectual products. We are going to modernize our society and we will succeed in it, no doubt. We will change our economy and political life," he said. "Just compare Russia of 1999 and today's Russia, which are completely different countries. I am certain that the year 2015 will be completely different from 2010 in the same manner," he added. |
