China's State Council recently issued an "implement the State Council on accelerating the development of tourism division of the views of key work program." The proposed scheme, will actively introduce foreign tourist enterprises on a pilot basis, and gradually open up to foreign invested travel agencies operating outbound Chinese tourism.
