Xue Zhiguo was born in Shen County, Shandong Province in 1957. He graduated from the oil painting department in Luxun Academy of Fine Arts in 1983. He is a member of the China Artists Association, vice-president of Heilongjiang Artists Association and director of the Oil Painting Art Committee. He was art editor of the Heilongjiang Daily in 1983 and was transferred to Heilongjiang Art Association in 1992. He is director of the creative studio in Heilongjiang Art Hall and is a Class-A artist.

His works were selected in the 8th, 9th and 10th China Art Exhibition and the 3rd China Oil Painting Exhibition. He has received silver prizes, bronze prizes and merit awards in National Art Exhibitions, first prize in the Heilongjiang exhibition and a provincial Literary and Artistic Creation Award. His works are collected by China Art Hall, Hong Kong University Art Hall and other art agencies. Delegated works are ‘Living Martyr Li Yu’an’, ‘Reclamation Notes’, ‘Border River’ and ‘Vitality’
