China has set a goal for the first 20 years of this century, which is to firmly seize the important strategic opportunities to build China into a moderately prosperous society in an all-round way, insuring a higher living standard for over one billion people. By 2020, China鈥檚 GDP will have quadrupled from that of 2000, amounting to approximately 4 trillion US dollars, with a per-capita level of some 3000 US dollars. China will then witness a more developed economy and a more democratic system with more advanced science and education as well as more prosperous culture. Thus the Chinese society will become more harmonious and the people will enjoy a more comfortable life. To realize this goal, we will adopt a scientific approach to commanding the economic and social development and focus on economic development, making development our central task or top priority so as to achieve an all-round progress economically, politically and culturally in the building of a harmonious society. We will adhere to our basic policy of opening to the outside world so as to establish a more open market system enabling the country to participate in international economic and technological cooperation and competition in a more extensive, involving and sophisticated way. We will persist in our new course of industrialization, adjusting China鈥檚 economic structure and stepping up efforts to change its mode of economic growth by improving quality and efficiency. We will do a good job of developing circular economy to build a resource-efficient and environment-friendly society so as to blaze a trail of development characterized by higher productivity, improved livelihood and a sustainable eco-system. China will keep opening up its market step by step. We will try to find new ways of using foreign capital, improve the legal framework for encouraging and protecting foreign investor, revamp foreign economic management, and step up the protection of intellectual property rights so as to create a more favorable environment for economic and trade cooperation and attracting foreign investment. With regard to the question of development China and Asia and the world at large are closely related. A developing China will, as always, generate cooperation opportunities with win-win results for other countries in Asia and all over the world.
