Northeast China’s Heilongjiang Province is set to fully implement China’s parenting subsidy policy, which will cover families with children under the age of three. For newborns on or after January 1, 2026, individual contributions required for their enrollment in the basic medical insurance for urban and rural residents will be fully subsidized, covering the entire period from birth until they turn three.
