In line with the nationwide push for more refined management of water resources, special permits have become mandatory for harvesting ice from rivers since 2025.The ice used to build the Harbin Ice and Snow World – the world’s largest ice and snow theme park – is mainly sourced from designated sections of the Songhua River’s main stream. The construction of the park requires approximately 200,000 to 250,000 cubic meters of naturally formed ice each year.Following consultations with local water authorities and with input from local judicial department, the Harbin New Area has pioneered a comprehensive implementation plan to regulate water sourcing, specifically ice harvesting, within its jurisdiction. It is the first such initiative in the country.This move establishes clear application requirements, approval procedures, and supervision mechanisms for ice harvesting, addressing a previous gap in the regulatory framework.
