1. Submission of charter flight information.In accordance with relevant arrangements of the 9th Asian Winter Games Harbin 2025 Organising Committee (HAWGOC), all Games-related client groups may, based on their own needs, select at its discretion an airline to operate charter flights (including business jets, hereinafter the same) during the arrivals and departures service period. Please promptly provide HAWGOC with the charter flight information (using the template in Appendix 2).
2. Application for flight permits and pre-flight plans. Both domestic and foreign airlines should obtain flight permits as required before operating charter flights for passenger transport for Harbin 2025. While applying for flight permits from the Department of Transport of the Civil Aviation Administration of China (CAAC), airlines may submit their pre-flight applications to the Operational Monitoring Centre of CAAC for approval, and slot time coordination is not required.
3. Approval of flight plans. The competent department of HAWGOC shall notify CAAC of the charter flight information (using the template in Appendix 2) via official correspondence. The Department of Transport of CAAC will grant approval for charter flight applications that have met the requirements within two (2) working days. After receiving the relevant approval documents, the Operational Monitoring Center of CAAC will complete the pre-flight plans approval for passenger charter flights within two (2) working days.
4. Relevant measures
4.1 According to Article 21 of the Detailed Rules for the Business Permission for Non-scheduled Flights of Foreign Air Transport Enterprises (CCAR-119R1), the carrier shall enter into a ground service agreement with a competent service department, and the agreement can be replaced by a confirmation letter of ground services issued by the airport authority or a ground service provider.
4.2 According to Section 11 of Article 9 of the Detailed Rules for the Business Permission for Non-scheduled Flights of Foreign Air Transport Enterprises (CCAR-119 R1, a charter contract is required, and it can be replaced by a notification letter regarding the charter flight information issued by competent departments of HAWGOC.
4.3 Foreign airlines that do not hold the CCAR-129 Operations Specifications, or those that hold the CCAR-129 Operations Specifications but have not obtained approval for specific waypoint or aircraft, may apply for an exemption if they meet the conditions specified in the exemption clauses under CCAR-129. The CAAC can accept such exemption applications in accordance with regulations.
