The orientation of the new district approved by the State Council is "three zones and one pole", i.e. an important bearing zone for comprehensive cooperation between China and Russia, the transformation and development demonstration zone of the old industrial base, the characteristic international culture and tourism agglomeration zone, and the new economic growth pole in Northeast China, the main purpose of establishment of the New District of Harbin is to let the new district to play a role in advancing and in the leading and driving, to provide a replicable and popularized experience for the innovation and development of the whole province.
Why did we designate this area as a New District of Harbin? First, this region has a strong science and technology innovation ability. There are more than 230 various R & D institutions above the provincial level, more than 30 colleges and universities as well a batch of scientific and technological achievements transformation platforms, science and technology incubators, entrepreneurial bases and so on, with powerful generation, transformation ability for research achievements. Secondly, it has certain industrial foundation. The secondary industry accounts for more than 1/4 of the whole city, with a high industrial concentration. Food, equipment manufacturing, pharmaceutical industry accounted for 93.1% of the New District, and nearly 50% of the city. 3. Great development space. Urban construction land area for the new district is 233.8 square kilometers, there is a half not being used. Fourthly, there is a certain basis for cooperation with Russia. And there are good foundations for industry and science and technology cooperation, cultural exchange, talent exchange, financial cooperation, etc. In addition, the new district has advantages of good ecological environment.
In recent two years, the new district has focused on the character of “New”. We tried our best to cultivate a new district driven by innovation, a new district of reform and innovation, and a new district with excellent legal environment.
