On the morning of 19th, the delegation of Heilongjiang Province which attends the Nineteenth National Congress of CCP continued to discuss the Nineteenth Congress report in Heilongjiang hall, Great Hall of the People, which was opened to domestic and foreign medias at the same time. People's daily, Xinhua News Agency, the Russian TASS, CCTV, Hongkong Phoenix Satellite Television and other 64 media, hundreds of reporters gathered, in the media questioning period, Zhang Qingwei, Lu Hao and other delegates gave positive responses to questions on the style construction, economic development, talent work, the Belt and Road initiative, construction of the New District of Harbin and other hot topics asked by the reporters.

Russian TASS: as a border province of China bordering with Russia, I want to ask how Heilongjiang docks the construction of the Belt and Road of the state, and construct an all-round new pattern of opening up to Russia?

Delegate JiaYumei: Thanks for your concern towards the cooperation and exchange between Heilongjiang and Russia. According to the spirit of speech in the report of the Nineteenth Congress made by General Xi Jinping, combining with the actual development of our province, the next step is to focus on the following aspects:

First, further promote the strategic docking. To promote the docking between the “Belt and Road Initiative” and Russian Eurasian Economic Union and the development strategy of the Far East, and to actively participate in the construction of "Mongolia Russia Economic Corridor”, our province put forward the development orientation of "creation of a window, construction of four zones". Creation of a window means: to create an important window for China's opening to the North. And construction of four zones refers to: Heilongjiang (China-Russia) free trade zone, border development and opening experimental zone, cross border economic cooperation demonstration zone, Eurasian oriented logistics hub zone. The aim is to overall enhance the level of opening and cooperation between China and Russia, and to build a new pattern of all-round opening up.

Second, give full play to regional advantages. Our province is an important channel to deepen the cooperation with Russia, is the central area of multilateral trade cooperation in Northeast Asia, and is also a bridge and link between the East Asian economic circle and the European Economic circle, by East out we can reach Korea and Japan via sea route through Russian Ports, and by West inking we can reach Europe from land route via Russia. With the normal operation of the trains of Harbin-Russia, Harbin- Europe, construction of airways, such as Harbin to Ekaterinburg, etc., as well the continuous promotion of China-Russia sea land multimodal transport corridor, the cooperation with Russia will be further promoted to expand over Russia.

Third, further enhance the level of cooperation. Our province will optimize the structure of trade with Russia, and improve the proportion of high-tech and high value-added goods. Guide the cooperation from border trade to expand to processing, investment, park construction and other aspects, strengthen the cooperation in agriculture, forestry, mineral resources, energy and other fields, expand the cooperation in high and new technology, e-commerce, resource intensive processing field. Learn from the experience of China Free Trade Zone, build the cross-border industrial chain, the construct the cross-border industrial cooperation base with domestic and foreign linkage, upstream and downstream convergence.

Fourth, further strengthen the basic guarantee. Actively participate in the construction of "Coast No. 1" international transportation corridor in Russia, accelerate the construction of “Three bridges and one island", forming a cross border transport corridor of “East out and west linking". Continue to strengthen the communication of the bilateral inspection departments, promote the facilitation of customs clearance and mutual recognition of standards, and improve relevant policies on bilateral trade and investment liberalization. Strengthen the consulting and training and legal service and other work for Chinese enterprises for investment in Russia, forming a new impetus for cooperation and development. Strengthen the all-round exchanges and cooperation on bilateral education, culture, tourism, pension and other respects, tamp the foundation of mutual trust, gather consensus on development.
