On the morning of 19th, the delegation of Heilongjiang Province which attends the Nineteenth National Congress of CCP continued to discuss the Nineteenth Congress report in Heilongjiang hall, Great Hall of the People, which was opened to domestic and foreign medias at the same time. Xinhua News Agency's Journalist : Governor Lu Hao, what do you think of the economic development of Heilongjiang in the past five years? Combining with the Nineteenth Congress report, what do you think is the key work of Heilongjiang's economic development in the future?

Delegate Lu Hao: to do a good job in local economic work, the most important thing is to grasp the important decision making arrangements of the Party Central Committee and implement in combination with the provincial situation. Over the past five years, we resolutely implement the spirit of series of important speeches made by General Xi Jinping, especially those concerning with our province. We realized that there are three levels of work for regional economic development: First. the development of field and technology path, Second. institutional mechanism, 3 third is, ideology, cadres' style of work, development environment, etc. In the face of the serious challenges of concentrated negative pull of oil, coal, grain and wood, under the correct leadership of the provincial Party Committee. On one hand, we promoted the construction of industrial projects, cultivate new growth areas and promoted the transformation of ideas, stimulate motivation, promoted market-oriented reform, and transformed the development momentum from deep level on the other hand. The province's total economic output continues to expand, regional GDP has increased by an average of 7.1% over the past five years, in the case of the increase value of energy industry being reduced by 158.7 billion yuan, the total economy in 2016 was about 160 billion yuan more than that of 2012, a new economic aggregate of more than 300 billion yuan has been actually formed; the growth rate of the first, the third industry is higher than the national average; the industrial structure is continuously optimized, and the energy industry accounted for less than 8% of the total economic output of the province in 2016, reduced from 22% in 2011; initial results has been obtained in cultivation of new energy, new growth areas, at the end of 2016, the province's various market bodies were 2.2 times of that in 2012; water conservancy, railways and other infrastructure construction has made significant progress with the highest investment on records; government reformation was vigorously promoted; an important breakthrough was made in cooperation with Russia; people's livelihood was continuously improved under the pressure of economic downturn, the poverty population was reduced by 1.39 million.

We initially consider starting from the implementation of important judgment and deployment work made in the report as the focus of economic work in Heilongjiang. The report pointed out that the main contradiction in our society has been transformed into the contradiction between people's growing need to better life and unbalanced inadequacy. This is not only a major judgment, but also a concealed major strategy to promote economic development. We will face the nation, be based on Heilongjiang, release the agriculture, forestry, ecological advantages of Heilongjiang accumulated over the years from the supply side, and cultivate new growth areas. On the one hand, we will continue to vigorously develop green organic farming, aquaculture, extend the industrial chain, enhance the value chain, promote the fusion development of rural first, second and the third industry, create more economic activities for the province, increase the income of farmers; on the other hand, we will provide consumers with high-quality products and services for inside and outside the province with good ecological and unique snow resources, continue to promote the fusion development of tourism, old-age, health, sports, culture and other industries. The report also clearly pointed out deepening the reforms and promoting the revitalization of the old industrial bases such as the Northeast, which seized the vital point of Heilongjiang. Changing ideas, stimulating endogenous motivation, and promoting market-oriented reform are the important way to achieve the revitalization and development of Heilongjiang. There's also great potential in Heilongjiang for the deployment of advanced manufacturing industry, scientific and technological achievements transformation, modern agriculture, civil military integration and deep development, etc. in the report. We will comprehensively study and implement the spirit of the Nineteenth Congress report, and make unremitting efforts for realization of Heilongjiang people's need for a better life.
