A transformation centered on “quality universal healthcare” is unfolding across Northeast China’s Heilongjiang Province. This change is evident everywhere – from the remote Greater Xing’an Mountains Region to the border villages of Heihe, and from the operating rooms of grade A tertiary hospitals to the consultation rooms of county-level hospitals.
In response to provincial challenges such as a vast border area and underdeveloped grassroots healthcare systems, Heilongjiang has implemented a series of initiatives, among them establishing integrated medical alliances, organizing group-based medical tours to border regions, and facilitating support for county hospitals by grade A tertiary hospitals.
These measures enable residents in remote areas to access high-quality medical services close to home, while also fostering long-term improvements in grassroots healthcare standards. This is achieved through physician mentorship programs and the sustainable integration of advanced medical technologies.
Since the beginning of 2025, the northeastern province has organized 189 provincial-level medical tour teams, 189 city-level teams, 424 county-level teams, and 1,180 township-level teams. To date, more than 9,400 physicians and surgeons have participated in these efforts, providing medical services to approximately 680,000 patients.
