I. Background and Purpose
With further promotion of the current new round of scientific and technological revolution and industrial transformation, a new generation of information and communication technology has been formed through convergence of 5G and big data, cloud computing, artificial intelligence, and blockchain, accelerating deep integration with all areas of the economy and society, and constantly giving rise to new products, new forms, and new business models. As a result, the new generation of information and communication technology is becoming a key force in restructuring the global factor resources and reshaping the global economic structure. At present, 5G is continuously evolving to 5G-Advanced, with the acceleration of 5G technology improvement and ceaseless expansion of global 5G network construction. Since the global 5G fusion application with new digital technologies is currently in the critical period of scale development, it is going deep into the industry fields expanding from the consumption field, and is urgent to coordinate the efforts of all involved in order to give play to the cornerstone role of 5G during the construction of digital economic development.
The World 5G Convention is the world's first international event in the 5G field and has been successfully held three times. The Convention brings together partners from all over the world to build a global top platform for cooperation and communication in the 5G industry, thus creating a world-leading 5G convention brand that is "professional, open and inclusive". This Convention will invite domestic and overseas academicians, renowned experts, and leading enterprises in the core components of the industry chain, to build a bridge for cross-region industry cooperation and linkage. It will be held in the form of a convention, exhibition, competition, and investment attraction, closely centering on International Cooperation, Technology Outlook, Digital Industry, and 5G + Industrial Application, so as to present the technological improvement and product innovation of the 5G industry.
As an old industrial base, a major agricultural province, a culture and tourism resort, and an international economic and trade hub, Heilongjiang enjoys rich industry data resources and 5G fusion application scenarios, and broad space for digital transformation, as well as a good foundation for the construction of new infrastructure. Heilongjiang has put forward new tasks and requirements for the digital construction of the whole province, in order to build the construction of "Digital Longjiang" as the best opportunity for making a breakthrough in promoting the all-sided and all-around revitalization of Heilongjiang. The 2022 World 5G Convention will focus on publicity and promotion, investment attraction and liaison, negotiation and exchange, facilitating cooperation, and many other aspects. It aims to assist Heilongjiang in the investment attraction for digital economic industries and promote the development of the digital product manufacturing and the service industry of software and information technology, thus accelerating the development of the innovative Longjiang, open Longjiang, and digital Longjiang.

VI. Arrangement
The Convention is composed of forums, exhibitions, a selection of top 10 industry application cases, and a competition. These events will comprehensively demonstrate the collaborative innovation of the upstream and downstream departments of the 5G industry and the application of 5G in each field. The Forum consists of the opening and closing ceremonies, the main forum, and several sub-forums. Centering on the convention theme of "Co-creating a New 5G Ecosystem for Mutual Benefits", the Forum is made up of four sections, i.e., "International Cooperation", "Technology Outlook", 5G+"Digital Industry", and "5G + Industrial Application", and 14 sub-forums. In terms of the International Cooperation, we will discuss topics on the leadership of 5G in the digital economic development and global win-win cooperation from a global perspective. In respect of the Technology Outlook, we are going to explore 5G-A, 6G, quantum communication, digital twin, metaverse, and other technologies. When it comes to the Digital Industry, the focus will be laid on 5G base stations, transmission, terminals, software, and network. It also will center on the opportunities and challenges facing Heilongjiang's advantageous industries which are driven by 5G technology, such as information communication, integrated circuit, robot and intelligent equipment, sensor, semiconductor material, and satellite communication. With regard to the 5G + Industrial Application, it will present the digital and intelligent development and ecological co-construction driven by 5G in the fields of traditional manufacturing, agriculture, medicine, and other industries. The Exhibition will last for three days. The ecological layout of 5G will be presented in an all-around manner with three themes, namely, "5G New Technology", "5G Hard Power", and "5G Empowerment", covering the cutting-edge technologies, innovative products, production and manufacturing, and typical application cases from the full 5G industry chain with upstream and downstream departments. It aims to demonstrate the 5G core capacities of leading enterprises, excellent landing examples in each industry, and the development and vitality of the "Digital Longjiang", so as to build an exquisite exhibition area allowing people to "visit, feel, and experience". The 5G Fusion Application Design Competition will set up multiple tracks for the promotion and replication of demonstrative application cases and unfold the innovative application scenarios in different industries and fields, the best-empowered practices, and key development directions. The selection of top ten 5G use cases is intended to create typical large-scale demonstration applications in vertical industries, and promote industry use cases that are deeply integrated with 5G to achieve innovation and a win-win result.
