The Fifth Session of the 13th Heilongjiang Provincial People's Congress opened at the Globe Theater in Harbin, capital of northeast China's Heilongjiang Province at 15:00 on 9th.The NPC deputies from all parts of the province and all fronts will focus on the overall situation of the work of the province, fulfill the sacred duties entrusted by the constitution and laws, and plan for the reform and development of Heilongjiang in the new era.
