![]() Vehicle exhaust [File photo: baidu.com] The second draft of a proposed environmental protection tax has been criticized for being too narrow, as it only covers air and water pollutants, along with solid waste and noise. Several members of the National People's Congress Standing Committee have suggested expanding the list of things to be taxed under the proposed law. Yun Feng, a member of the NPC Standing Committee, said that the second draft of the green tax is too simple. "Only taxing behaviors directly linked to the discharge of pollutants makes the green tax too narrow. Other activities causing negative effects are not in the upcoming law, making it hard to adjust the law in the future," said Yun. Another member Luo Liangquan agreed with Yun, saying new content needs to be added to the document. He has suggested details on handling controversy related to the proposed green-tax system, special consideration for ethnic minority areas, and clarification of the methodology for determining tax rates under the new system. Luo also stressed that a tax on car exhaust is needed, along with new taxes on pesticides, plastics, lithium batteries, and some other items known to cause pollution. NPC member Jia Chunmei suggested the new law including ecological construction compensatory tax, resources development tax and environmental trading tax. |
