Zhang Liping, a former chair of a Shanghai-based company, fled China in August 1999, and has since been living in Tailand and Peru for 17 years. The 65-year-old woman is alleged to have illegally provided VAT invoices to unauthorized enterprises. She is the 25th economic fugitive to be repatriated from the "100 most wanted" list.
