2015年10月29日，中共中央委员会发布公报称，中国将进一步放开实施了30多年的计划生育政策，迎来“全面二孩”政策，即允许全面实施一对夫妇可生育两个孩子政策。全面二孩政策拟于2016年1月1日起正式实施。

例句：中国决定叫停独生子女政策，全面实施“全面二孩”政策，积极开展应对人口老龄化行动。

Hi! This is “Unique Chinese Words”! In today’s program, we will talk about “全面两孩” ——”the universal two-child policy”.

According to a statement issued by the CPC Central Committee on Oct 29th, 2015, China further relaxed its more than three-decade-old family planning policy, and introduced the universal two-child policy, which would allow all couples to have two children. This policy was planed to be fully implemented on Jan 1st , 2016.

E.g.: China has decided to end its one-child policy, and adopt the universal two-child policy to balance population development and address the challenge of an ageing population.
