Recently, cross border E- business of Harbin and Suifenhe was written in “Implement opinion of promoting the old northeastern industrial base of China development of innovative entrepreneurship to build and contend new advantages” which wasissued by the National Development and Reform Commission and other departments.

 The “opinion” pointed that it will advance Harbin, Huludao and Suifenhe to carry oute-commerce (export). And it will support local non-financial organization to carry outthird party payment.
