“Report on the work of the government proposed that driving the construction of ‘The Belt and Road’, greater openness in the hinterland and border areas and speeding up the implementation of the free trade area strategy. It points out the direction for Mudanjiang.” Deputy to the National People's Congress, Mudanjiang mayor Liu Xin, who attended the third meeting of the 12^th National People's Congress Meeting suggested that the nation should give the policy of free trade area to Heilongjiang and support construction of Harbin and Mudanjiang’s comprehensive bonded zones for giving play to the role in national open strategy of Heilongjiang and Mudanjiang city.

Li Xin suggested that it will give the border small-volume trade preferential policy for the whole of Mudanjiang city and ensure import quotas to Heilongjiang enterprises on grain backhaul which produced in Russia, for giving full play to the role in national open strategy of Heilongjiang and Mudanjiang city. It allowed Heilongjiang Province to carry out varieties of financial innovation experiment that issue bonds between China and Russia’s regional cooperation. It is used for channels, ports, transportation infrastructure construction and some trade risk compensation.
