It is possible for practitioners to minimize harm to animals, said Mark Prescott, research management and communications head of the United Kingdom's national center for 3Rs — which refers to replacing and reducing animals in experiments, and refining procedures to make them less harmful.

英国3R研究中心的管理和交流部主任马克•普雷斯科特说，把对动物的伤害降到最低，对执业医生来讲是可以办到的。3R指的是替代(replace)实验动物，减少(reduce)实验动物数量，以及优化(refine)实验程序以减少对动物的伤害。

从上文可见，3R指的就是replacement(替代)、reduction(减少)和refinement(优化)。动物实验的3R要区别于日本提出的“3R制造”的概念，即reduce(减少原料)、reuse(重新利用)和recycle(物品回收)。

相关负责人表示，实验要优先考虑in vitro or non-animal methods(体外或不使用动物的方法)。不过当前尽管“3R原则”备受推崇和支持，真正实施的国家并不多，很多情况下都只是lip service(表面文章，说的好听而已)。
