    Parties involved in humanitarian assistance must abide by the principles of humanity, neutrality and impartiality, respecting the sovereignty, territorial integrity and national unity of the affected countries, Wang Min, deputy permanent representative to the UN, said here on Wednesday.

    Wang made the remarks when addressing the UN General Assembly on the theme of strengthening the coordination of humanitarian and disaster relief assistance of the UN.

    Wang said General Assembly resolution 46/182 is an effective prerequisite for implementation of humanitarian assistance, and serves as a basis for strengthening international cooperation and mutual trust.

    Only when the principles are abided by, can humanitarian assistance be carried out successfully with the consent of the affected governments and the trust and supports of the affected people, he said.

    Wang said disaster relief capability and capacity building in this area is precisely the most fundamental thing urgently needed by the affected countries.

    He reiterated China's view that strengthening of capacity building should include disaster prevention, preparedness and response capacity as well as the capacity for early recovery and long-term development.

    In the face of a big disaster, he said, the parties concerned should strengthen coordination, increase mutual trust, make comprehensive planning, and improve the efficiency of disaster relief and resources allocation.

    Despite enormous challenges brought about by natural disasters to his country, Wang said China also put great emphasis on international cooperation in the field of humanitarian assistance.

    In response to the requests of the governments of the affected countries and international appeals, China has done what it can to take an active part in multilateral relief efforts, he added.
