Vice-secretary and provincial governor of the CPC Heilongjiang Provincial Committee, Luhao took part in the 18th St.Petersburg International Economic Forum to meet relevant departments of the head of Government of Russia from May 22nd to 24th.

Luhao took part in the whole of St.Petersburg International Economic Forum and made a speech on Shanghai Cooperation Organization (sco) Economy and Industry Sub-Forum. He commented on strengthening the construction of infrastructure; promoting regional trade and investment facilitation and other questions among Shanghai cooperation member states according to the invitation. During the forum, Luhao has met with vice minister of Russia's economic development Likhachov, the Far East development deputy first minister Osipov, SUMMA Group CEO Likhachov. They compared notes for organizing the first fair between China and Russia, strengthen our province and the Russian far east area industry investment cooperation, to strengthen the construction of the far east port, etc.
