    銆€銆€The 18th Central Committee of the Communist Party of China (CPC) adopted a list of candidates for state leadership positions and a government restructuring plan as its second plenary session closed Thursday.

    銆€銆€The list will be recommended to the presidium of the first annual session of the 12th National People's Congress (NPC), according to a communique issued after the plenary session.

    銆€銆€The first annual session of the 12th NPC, the country's national legislature, will kick off on March 5.

    銆€銆€The CPC Central Committee also adopted a list of candidates for the leadership of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and decided to recommend it to the presidium of the first session of the 12th CPPCC National Committee, which is scheduled to open on March 3, the communique said.

    銆€銆€Participants at Thursday's plenary session spoke highly of the work that has been done by members of the Political Bureau of the CPC Central Committee, who were elected at the first plenary session of the 18th CPC Central Committee held in November 2012.

    銆€銆€The Political Bureau of the CPC Central Committee has made efforts to improve the CPC's work style, boost economic development, enhance party-building and advance China's modernization drive, the communique said.

    銆€銆€A total of 204 CPC Central Committee members and 168 alternate members attended the plenary session.

    銆€銆€Decentralized administration

    銆€銆€During Thursday's plenary session, the CPC Central Committee adopted a plan on institutional restructuring and the functional transformation of the State Council and suggested that the State Council submit it at the national legislature's session, according to the communique.

    銆€銆€The meeting's participants vowed to push forward the reform of China's administrative system and further separate government administration from enterprises, investment, social undertakings and communal management, the communique said.

    銆€銆€They stressed the importance of building a public service-oriented government featuring scientific function, an optimized structure, cleanness and high efficiency.

    銆€銆€The government restructuring plan aims at simpler and decentralized administration, as well as improved administrative efficiency. To achieve that end, The CPC Central Committee has agreed that the government will steadily press ahead with "super-ministry" reform, reduce bureaucracy in administrative examinations and approval and transfer some of such responsibilities to lower levels.

    銆€銆€The CPC Central Committee pledged to reform the social organization management system, improve and enhance macro-management, build basic systems and strengthen administration by law.

    銆€銆€According to the communique, market and social forces will be given a greater role in allocating resources and managing social affairs, respectively.
