The development and construction of Harbin Southern Industry New Town was started on December 6th. It is known that Harbin will create this new area into an international modern and biological town with clear-cut industrial features, collections of new industries, full city functions, modern city design and a balanced development of regions. Furthermore, it becomes the core economic and social development in Harbin.
The development and construction of Harbin Southern Industry New Town (The following is short for 鈥淣ew Town鈥? was created as the new national industrialized demonstration area. It is the key national manufacturing base for transport equipment, an important manufacturing base centered on nuclear and wind power, as well as the national material industrial base for Al-Mg alloy and aviation composite materials. The New Town will be the provincial food and medicine base for the processing of agricultural products and biopharmaceuticals. It will be the key provincial electronic information industry base for autos, electronics, software and service outsourcing; it is the largest modern service industry base in Heilongjiang centering on modern logistics, information services, animation and comics. Spatial orientation of the New Town is an important point for the logistics of road and air travel in the Northeast; it will be the sub-center of Harbin and gateway to the southern parts of Harbin. Meanwhile, the New Town will also construct some interesting things from the Manchu culture, animation and comics鈥?film and television and modern entertainment industries.
The New Town construction is separated into a short term and future term. The short term is from 2010 to 2012 and the planned land construction is 55.2 square kilometers, with the core area initially forming a scale. The total industry output value is around 120 billion yuan while GDP will reach 33 billion yuan. Fixed asset investment adds up to 60 billion yuan. The portion of the first, second and tertiary industries is 1鈭?5鈭?4. The total population of New Town will increase to 0.1 million. The future term is from 2013 to 2030 and at that time, the remaining 280.1 square kilometers will be completely developed. It will be recognize as an industrial post, creative city, cultural city, Forestry Township and a thoroughfare between Beijing and Russia.
