Chinese Vice Premier Han Zheng Thursday called for more efforts to streamline administrative approvals, delegating power to lower levels and improving services.

The transformation of government functions is "a reform of the government itself like a blade facing inward," said Han, head of the State Council's working group coordinating the reform, at a meeting.

Han urged utmost efforts to increase the transparency of the reform and the participation of the public to make policies more consistent with public opinion and more scientific.

The reform should focus on practical needs and problem solving to ensure that all the measures can be fully implemented, Han said.

More efforts should be made to implement key reform tasks, including separating permits from business licenses in pilot free trade zones, specifying market access standards and accelerating the setting of standards benefiting China's industrial development, Han added.
