In order to completely implement the strategy of strengthening the province through talents, according to the spirit of "Implement Measures (Provisional) of The Recruitment Program of Global Experts for Introducing and Cultivating High-level Talents of Innovation and Entrepreneurship into Jiangxi Province" and "Implement Suggestions on the Further System Reform of Talents Development of Jiangxi Provincial Committee of the CPC", Jiangxi province is now recruiting worldwide high-level talents and teams of innovation entrepreneurship. Some relevant policies and requirements are as follows.

Ⅰ. Recruitment Focus

To meet the requirements of economic and social development，Jiangxi now warmly welcome and recruit leading high-level innovative and entrepreneurial talents in science and technology fields such as a new generation of information technology, biomedicine, new optoelectronics, aviation manufacturing, new energy sources, new materials and so on. In particular, we introduce these urgently needed talents and teams for undertaking "Made in China 2025", implementing action plan for "Internet +" and developing key strategic emerging industries and ecological civilization construction in Jiangxi in order to promote to achieve breakthroughs in key core technologies and independent intellectual property rights. We actively introduce specialized high-level talents in strategic planning, risk assessment, capital operation, industrial design, international investment, management of international financial institutions and operation and management of intellectual property. We pay high attention to the talents in education, health, culture, social sciences research and other fields with high academic attainments or rich practical experience.

Ⅱ. Recruitment Projects and Candidates

Recruitment projects cover 5 different talents such as Leading Innovative Talents in Long-term, Leading Innovative Talents in Short-term, Leading Entrepreneurial Talents, Foreign Experts and High-level Teams of Innovation and Entrepreneurship.

Project of Leading Innovative Talents in Long-term mainly focuses on recruiting into Jiangxi universities, scientific research institutions and enterprises full-time high-level talents engaged in scientific research and technological innovation in such fields as natural sciences and engineering, economic and financial management, humanities, social sciences and culture, and other fields.

Project of Leading Innovative Talents in Short-term mainly stresses outstanding high-level talents who innovate in short term in Jiangxi Province and rely on applications of key industries and major projects for the urgent need of economic and social development.

Project of Leading Entrepreneurial Talents mainly emphasizes high-level talents in Jiangxi to create (lead) high-tech enterprises.

Project of Foreign Experts mainly invites non-Chinese foreign experts of innovation and entrepreneurship to Jiangxi.

Project of High-level Teams of Innovation and Entrepreneurship mainly highlights excellent talents and teams starting science and technology enterprises or innovating in those enterprises in Jiangxi.

Ⅲ. Funding Support

For candidates in projects of Leading Innovative Talents in Long-term and Foreign Experts (long-term), grant funding is 2 to 3million RMB per person for science and technology projects, 0.2 to 0.5million RMB per person for humanities and social sciences projects and 0.5 to 1 million RMB per person for finance projects. For candidates in project of Leading Entrepreneurial Talents, grant funding is2 to 3 million RMB subsidy per person. For candidates in project of Leading Innovative Talents(youth)in Long-term, grant funding is1 million RMB subsidy per person. The above candidates can withdraw no more than 30% of the funds used to improve personal living conditions.

For candidates in project of High-level Teams of Innovation and Entrepreneurship, grant funding is 5 to 8 million RMB subsidy per team.

For candidates in projects of Leading Innovative Talents in Short-term and Foreign Experts, their subsidies are given to their employers. The funding criteria of the project are: 0.3 to 0.5 million RMB per person for natural sciences; 0.1 to 0.2millionRMB per person for humanities and social sciences;0.2 to 0.3millionRMB per person for finance.

For introducing international top-level talents and teams of innovation and entrepreneurship, "Special Cases with Special Methods, One person with One policy" is implemented with comprehensive funding through project funding, business support, equity investment, loan interest subsidies, etc.

Ⅳ. Conditions of Application

1. Project of Leading Innovative Talents in Long-term

Applicant generally should get a doctorate with strong innovation and R&D level, under 55years age, access to industry-recognized scientific research, achieve the leading international and domestic standards, employed full-time in Jiangxi for more than 3 years after selected and in line with one of the following conditions:

① Experts and scholars work as associate professors and higher or equivalent positions in well-known foreign universities, research institutes, medical and health institutions; Experts and scholars work as professors, researchers and chief scientists or equivalent positions in well-known domestic universities, research institutes, and medical and health institutions.

② Professional and technical talents hold senior and middle-level positions in well-known foreign enterprises, financial institutions and international organizations; Professional and technical talents hold senior level positions in well-known domestic enterprises, financial institutions and international organizations.

Under the age of 40 the applicant who has a doctoral degree in the field of natural sciences or engineering technology,can apply for Project of Leading Innovative Talents (youth) in Long-term. He should have formal teaching or scientific research position in higher education institutions, research institutes, medical and health institutions or enterprises out of province or abroad. This applicant,whose achievements are recognized by peer experts, should have the potential to become an academic and technology leader in this field in the province research.

The applicant shall sign an introduction agreement with the employing unit of Jiangxi Province and promise to come to work within six months from the date of signing the contract or have worked in Jiangxi for not more than two years.

Province's urgently needed innovative talents with particularly outstanding performance, or enterprises’ innovative talents, may be appropriate to relax the age, degree and professional job requirements.

2. Project of Leading Innovative Talents in Short-term

The applicant shall meet the qualifications of Project of Leading Innovative Talents in Long-term but do not work full time in Jiangxi. After he is enrolled, he shall work continuously for more than 3 years in Jiangxi, not less than 2 months each year. If the applicant is influential in the industry with strong leading and driving force and good physical condition, the age can be relaxed to less than65 years of age.

3. Project of Leading Entrepreneurial Talents

The applicant under the age of 55 should generally obtain a master's degree or above. He is the chief founder in enterprise and the largest shareholder or the largest natural person shareholder. He has come to Jiangxi for no more than 6 years. His founding company has been established for 1 year above and 5 years below.The product has the core technology and is in the pilot or industrial stage. The applicant should also meet one of the following conditions:

①The applicant shall own the leading international and domestic technological achievements in line with the requirements of industrial development in Jiangxi Province, and have industrial development potential to fill gaps in the province.

②The applicant shall have entrepreneurial experience in foreign countries as senior and middle-level management positions in well-known international companies, familiar with international operation rules in relevant fields, or shall hold senior management positions in well-known domestic enterprises with strong management ability.

An enterprise can apply for only one leading entrepreneurial talent. If the applicant is extremely excellent, their degree and age requirements can be relaxed.

4. Project of Foreign Experts

The applicant should be a non-Chinese foreign expert, under 65 years of age. Other qualifications should meet the requirements of Project of Leading Innovative Talents. If he cannot work full-time in Jiangxi and is in urgent need of economic and social development and meet the requirements of Project of Leading Innovative Talents in Short-term, he can apply for Project of Foreign Experts (short-term).

5. Project of High-level Teams of Innovation and Entrepreneurship

The applying team shall rely on the application of enterprises or industrial parks in the province and have more than 5 core members with an average age under 50 years of age, in which the team leader is generally not more than 55 years old. The team has achieved outstanding innovation achievements or good transformations performance of achievements.

The innovation team needs to meet the following conditions at the same time:

① The applying team possesses the core technology and scientific research achievements of independent intellectual property rights, which are in urgent need of economic and social development in Jiangxi Province. Or its technological innovation can fill the technological gaps in the province and promote the development of related industries.

②The business supported by the team is in good condition with sound technological innovation system, perfect supporting measures, and strong innovation capability, which is in a dominant position in the industry.

③ Team leader with doctorate or senior professional title, is the leader in industry field; Other core members should obtain master's degrees and above, among which at least 3 people have stably cooperated with the leader for more than 2 years.

④ The core team members shall full-time work in Jiangxi for more than 3 years after selected.

The entrepreneurial team also needs to meet the following conditions:

① The applying team has its own technology, project and capital to start a business in Jiangxi Province. The founding enterprise with good market prospects is in line with the needs of industrial development and technological innovation in our province. It can lead and drive the development of related industries in Jiangxi.

② The team leader, the main founder of the enterprise, generally should obtain a master's degree or above and have come to Jiangxi for less than 6 years; Other core members should obtain master's degrees and above, among which at least 3 people have stably cooperated with the leader for more than 2 years.

③Business has started up generally for 1 year above and 5 years below, operating normally with good growth, continuous innovation and entrepreneurship.

An enterprise can apply for only one team of innovation. The enterprise shall be founded in the province less than one year, but has set up high-quality enterprises outside the province or abroad, with good protection of capital, technology, talents, markets and other aspects.

6. Applicants outside the province, who have been selected for the national "Recruitment Program of Global Experts", "Special Support Plan for High-level Talents", as well as the National Outstanding Youth Science Fund, "Chang Jiang Scholars Program" by the Ministry of Education, "100-Talent Program"by Chinese Academy of Sciences, National Outstanding Youth Fund and other major national talent projects, can directly enter the inspection stage when apply for the corresponding talent projects.

7. The deadline for applicants in the above items including age, working hours, business start-up time, etc., is on November 30, 2017. In this announcement, boundary figures all include the figures themselves.

Ⅴ. Relevant Matters

1. To the selected talents and teams, provincial special projects of science and technology shall be given funding priority in project R&D, platform construction,etc.under the same conditions; all kinds of scientific and technological projects, industrialized projects and technological transformation projects shall be given approval priority under the same conditions; R&D projects and achievement transformations led by selected talents shall be given priority of pilot fund supporting of provincial innovation and entrepreneurship projects, and other innovative venture capital funds shall be given arrangement priority. In line with the listing financing, bond financing and other conditions, the team shall be given priority by the relevant departments.

2. The selected talents will be provided with preferential policies for residency, immigration, settlement, medical care, insurance, housing, spouse placement, children's schooling, job title assessment and other aspects. For those who make outstanding contributions, they are recommended to participate in the selections of Outstanding Contribution Talents of Jiangxi Province, Lushan Friendship Award and experts enjoying special government allowance.
