China's top legislature on Tuesday heard a draft decision on extending a corruption supervision pilot program to cover the entire nation.

The draft was submitted to the bi-monthly legislative session of the Standing Committee of the National People's Congress (NPC), which runs until Saturday.

The pilot project of reforming supervision system, launched in Beijing, Shanxi, and Zhejiang provinces in January, will be expanded nationwide, said Li Jianguo, vice chairman of the NPC Standing Committee, explaining the draft at Tuesday's plenary session, presided over by Zhang Dejiang, chairman of the NPC Standing Committee.

Around late this year and early next year, supervisory commissions will be set up by the People's Congress at provincial, city and county-levels across the country to supervise state functionaries within their jurisdiction, according to the bill.

The existing government supervisory agencies, corruption prevention agencies and anti-corruption departments within the procuratorates will be incorporated into the new commissions, the bill says.

Some regulations of relevant laws, such as the laws on administrative supervision and criminal procedure, may need temporary adjustment or suspension.

Lawmakers also heard a bill to temporarily adjust the laws of national defense and armed police to allow the reform to the command system and structure of the armed police force.

The priority of the reform is to enhance the centralized and unified leadership of the Communist Party of China (CPC) Central Committee and Central Military Commission (CMC) and implement the principle of the CMC chairman taking charge, said Wang Ning, commander of the armed police force, explaining the bill at the session.

Regulations of the two laws, concerning duties, ranks, logistics, deployment and mobilization of the armed police will need temporary adjustment, he said.

Legislators were also given explanations of draft laws on ship tonnage tax, public libraries, electronic commerce, and a draft revision to the law on rural land contracts, among others.
