A total of 17 people responsible for a deadly coal mine blast in northeast China have been transferred to the judiciary, the country's top production safety watchdog said Thursday.

An explosion killed 21 people and left one missing on Nov. 29 at an unlicensed coal mine in the city of Qitaihe in northeast China's Heilongjiang Province.

Six people in charge of the coal mine including the mine's owner and managers are in criminal detention, while four others are in administrative detention.

Meanwhile, seven people with related supervision departments have been placed under investigation.
