This has raised a world-wide curiosity for the secrets behind their education. The World Bank released a report to look into the city's good performance in education. The report described Shanghai's educational system as one of the strongest educational systems, in terms of transforming its education policies into good classroom performances. The city scores well in the four key factors for education: faculty, budget, autonomy, and student performance. The report attributed Shanghai's educational success to its consolidated system and advanced faculty resources. Related policies and investment help promote good faculty. Meanwhile, Shanghai schools also formulate clear standards and evaluation mechanisms for students, striking a balance between autonomy and responsibility. The report pointed out that Shanghai's management of disadvantaged schools was very inspiring. The municipal government always reserves part of its education budget to redistribute it to schools in poor areas. At last, the report summarized Shanghai's secrets as cautious planning, accurate implementation, constant improvement, and pursuit of excellence, adding that notably Shanghai has taken on more challenges, never being complacent with its PISA performance.
