High school teachers in Zhongmu County, central China's Henan province, were ordered to wait for a quota to have their second child, according to a recent report by a local TV station.

In the report, the NO.1 High School in Zhongmu County regulated that only 15 and 16 teachers can have their second child in the first and second half of 2016. And those who fall within the quota must get pregnant in regulated time otherwise it will become invalid.

This has caused troubles for some female teachers who urgently want their second child but may have to wait for years on the quota. Further, if they fail to obey the regulations they will face the risk of being laid off.

Some people may find the controversial move not fair as all married couples in China have been allowed to have two children since Jan. 1 this year.

However, the school explained that female teachers are the majority in the school and if they fail to have children in order, the normal work of the school will be affected.

The report added that local education authority was well informed of the situation but it also empathized with the reasons for the school to make the policy.
