In the meanwhile of waiting for the reply that built Harbin comprehensive bonded zones by the State Council, Harbin will declare to build two comprehensive bonded zones. It will form pattern of three large comprehensive bonded zones.

Three large comprehensive bonded zones are Area A locates in the east of Xiangfang District which abuts Harbin international railway container terminal. It will build the China-Russia railway largest logistics distribution center in China. Area B locates in Harbin Aviation composite materials production base of Hanan Newtown. It will build export-oriented industries machining center in order to focus on China-Russia business. Area C locates in airport economic zone that is near from Harbin Taiping International Airport. It will build the largest China-Russia aviation logistics distribution center.
