Suifenhe Comprehensive Bonded Area was authorized by the State Council on April 21st, 2009. The planned area will be 1.8 square kilometers, east to Western Turntable, Yanhe Road, south to No.301 State Road, west to Pressurized Pumping House of Waterworks, and north to Binsui Railway.

鈪?Properties and Functions

Suifenhe Comprehensive Bonded Area, approved by the State Council, is a specially designated area carrying out policies of national bonded port (Yangshan Bonded Port). In strict accordance with the principles*, the whole area is under customs supervision and control as a close, informational and intensive area. The area orientates international transshipment锛宨nternational procurement, international distribution, entrepot trade, commodities fair and processing industry import and export. It can also help gather enterprises and demonstrate policies, creating a good environment for logistics for processing trade on the periphery and hinterland.

International trade. Fully employ the unique geographic advantage to integrate with economic elements from China, Russia, Japan, Korea and European countries. Promote economic development along the line and make cities nearby be more attractive and influential by expanding volumes of distribution, value of goods and financial settlement of import and export and transfer business. Establish Suifenhe as an international trade center of Northeastern China.Modern logistics. Along with the port function of Suifenhe, establish a comprehensive water and land transportation passage in Northeastern Asia including China, Russia, Japan and Korea, linking up modern transport network throughout the country and Northeastern Asia. Turn the bonded area into an import and export goods distribution center in Heilongjiang sea port and Northeastern Asia.

Processing trade import and export. Based on preferential policies and measures, promote cooperation between China and Russia as well as other countries by attracting technology, talents, resources and facilities to enter the bonded area. Develop comprehensive processing industry import and export featured by diverse modes of investment and cooperation and combine business resources of Northeastern China. Establish a complete processing and manufacturing chain and industry system by means of optimizing industrial structure and improving innovation abilities.

鈪?Prospects

Suifenhe Comprehensive Bonded Area, to be completed by 2012, will attract 40 national trade enterprises, 30 modern logistics enterprises and 30 processing enterprises import and export. Bonded processing system of intensive processed wood products and high-tech products is basically set up, linking up with 15 provinces and municipalities from central and eastern part of the country and offering bonded logistics for more than 100 manufacturing enterprises. The comprehensive bonded area will be developed into the essential area characterized by all sorts of facilities, well-developed container value-added service and logistics industry, outstanding function of international transshipment, international procuring and entrepot trade and great contribution to economic development in Northeastern China.
