Beijing's Municipal Bureau of Culture China says the 23-year-old "talented singer" would not be invited to perform in the country due to what it called his previous "improper behavior".

The decision is in line with the current policy of cleaning up the domestic performance market.

Bieber last came to China in 2013 triggering heated discussion online, after stripping on stage in Beijing to reveal his bare torso, being carried up the steps of the Great Wall of China, and riding a Segway, again shirtless, through the streets of the capital.

The Canadian singer has become notorious for a series of indiscretions and scandals in recent years, including illegal drunk driving, drag racing, and a social media post on 2014 showing him visiting Japan's controversial Yasukuni war shrine. The image was removed shortly after.

The news has prompted mixed reviews in China, with some fans upset by the decision, and others saying it's only fair he pay attention to his actions.

Beijing's Municipal Bureau of Culture says the ban is only temporary, and that they hope Bieber can improve his conduct, to become a singer "truly loved" by the public.

Bieber is due to travel to Tokyo, Hong Kong, the Philippines and Singapore in September and October as part of his Purpose tour.
